During British reign Military Accounts Department was responsiblefor maintenance of Accounts & Audit of Defence services viz. Army,Navy and Air Force. At a later stage need of having a separate audit and accounting unit for the three services was felt and as a result the work of Air Force Wing was entrusted to Royal Air Force Lekha Department in December 1920 headed by Mr. H. L. Livingston as its first Controller.
The office of Military Accounts Department was stationed at Lahore season. After the bifurcation of work of three services, a vigorous search for stationing the office of Air Force Lekha Department was carried out. Based on the survey Dehradun was selected as ideal place for location of this office.

Mussoorie - the Queen of the Hills is just 30 Kms away from Dehradun. Military Hospital Building, which was constructed in 1908, was earmarked for the office of Royal Air Force Lekha Department in 1920. Royal Air Force Lekha Department existed upto 29.12.1938 and on 30.12.1938 the Department was rechristened as Vayu Sena Lekha Department and was headed by First Indian Controller, Sh. Jaishankar. This designation name was changed to Raksha Lekha Niyantrak w.e.f. 10.09.1951 and was headed by Shri. S. K. Mukherjee as its first Controller. The office functioned under this name upto 30.12.2003. Thereafter the office was upgraded to office of the PCDA (AF) w.e.f. 31.12.2003.
